The Employment and Training (E&T) Manager is responsible for the management and operation of E&T programs including grant writing, project management, budget reconciliation, staff supervision, and reporting. The Employment and Training Manager coordinates with other KCR departments and outside agencies to develop and offer a wide variety of client employment and training services and programming across Kitsap County.

Strategic Relationship Building & Coalition Leadership
6. Program Development: Builds, develops, and expands core Employment & Training program offerings for the community through the design, implementation, and continuous improvement of department programs. Oversees program delivery, including facilitation, participant enrollment, recordkeeping, and tracking of training completion to ensure accessible and effective services.
7. ABC Coalition Architecture: Acts as the primary relationship architect and network liaison for the Asset Building Coalition to secure regional stakeholder commitments.
8. Community Initiatives: Builds institutional partnerships to launch initiatives such as pitch competitions, grant collaborations, financial education events, and business workshops, while supporting program development, implementation, and evaluation of new projects.
9. Durable Partnerships: Networks with regional organizations, public entities, and non-profits to secure long-term collaborative partnerships.
10. Agency Representation: Represents the organization at community meetings, local networks, and regional resource fairs to build widespread public awareness.
11. High-Impact Presentations: Plans, prepares, and delivers professional presentations tailored to diverse participant demographics and community stakeholders. Plan, prepare and facilitate regular presentations to a wide variety of audiences.
12. Marketing Collaboration: Partners with the marketing department to execute targeted outreach, maximize enrollment, and pitch social media and web content to deepen public engagement.
Grant Writing, Budget Management & Compliance
13. Contractual Alignment: Reads, interprets, and deeply understands all funding contracts to ensure program operations perfectly align with structural mandates.
14. Compliance Oversight: Establishes and monitors reporting and data-collection infrastructures to guarantee flawless grant compliance. Ensures all required grant data and documentation is collected to meet grant reporting requirements.
15. Grant Development: Identifies funding streams and authors competitive grant proposals targeting institutions, banks, and foundations to fuel division growth.
16. Budget Tracking : Develops and manages budgets for Employment & Training programs and initiatives, monitoring expenditures alongside programmatic milestones to ensure alignment with grant-funded goals, operational budgets, and expected outcomes.
17. Audit Preparation: Prepares all required documentation and actively participates in formal monitoring and audit sessions with funders.
FCS Program Model Integration & Project Management
18.Housing/Employment Integration: Partners closely with the Housing division to integrate, execute, and advance the Foundational Community Supports (FCS) program model for Employment.
19.Project Execution: Spearheads the development, operational management, risk assessment, and performance evaluation of new department initiatives.
20.Curriculum Design: Designs and develops educational curricula and accompanying instructional materials, including presentations, digital tools, and participant workbooks, to support effective training delivery.
